VistaJet Becomes the First International Private Jet Operator Authorised to Fly Domestic Routes in Saudi Arabia
Malta-based business jet operator VistaJet has become the first foreign private jet company authorised to operate domestic flights in the Kingdom of Saudi Arabia, following the country’s removal of cabotage restrictions.
The approval, granted less than four months after Saudi regulators lifted rules preventing international charter operators from offering domestic services on 1 May, aims to boost competition, raise service quality, and support market growth within the private aviation sector.
Step Aligned with Vision 2030 Goals
The decision by the Saudi General Authority of Civil Aviation (GACA) forms a key part of the Kingdom’s Vision 2030 economic transformation plan, which seeks to attract global investment and strengthen competitiveness.
Avad Al-Sulami, GACA’s Vice President of Economic Policies and Logistic Services, commented:
“Authorising VistaJet for domestic operations marks a turning point in strengthening Saudi Arabia’s general aviation market. This move will encourage competition, accelerate sector growth, and enhance service quality.”
VistaJet Highlights Local Investment
Operating under Dubai-based Vista Global Holding, VistaJet described the decision as a milestone for the sector.

On the Path to Becoming a Regional Aviation Hub
This development also aligns with Saudi Arabia’s General Aviation Roadmap, implemented under the National Transport and Logistics Strategy. The strategy aims to position the Kingdom as the Middle East’s leading aviation hub and a global logistics gateway between Asia, Africa, and Europe by 2030.
