U.S. President Donald Trump has nominated former Delta Air Lines pilot Jeffrey Anderson as the United States’ permanent representative (ambassador) to the International Civil Aviation Organization (ICAO), a UN-affiliated agency. The nomination comes amid renewed calls in the U.S. Senate to raise the mandatory retirement age for airline pilots from 65 to 67.
Trump’s decision has sparked strong backlash from various aviation circles, particularly the Air Line Pilots Association (ALPA), which represents more than 79,000 pilots.
Pilot Union Reacts Strongly: “Unqualified Nominee Could Create Chaos”
In a public statement, ALPA sharply criticized Anderson’s nomination:
“Mr. Anderson’s only true qualification for this role appears to be his support for raising the mandatory retirement age for pilots. This would isolate the U.S. from global aviation standards and lead to operational chaos.”
The union warned that Anderson could undermine ICAO’s global framework and pose a serious risk to international aviation safety.
ICAO Post Vacant Since 2022
The U.S. ambassador seat at ICAO has remained vacant since Captain Chesley “Sully” Sullenberger, famed for the “Miracle on the Hudson,” resigned in 2022. By appointing Anderson to this critical position, Trump aims to strengthen U.S. influence over the ICAO.
Retirement Age Debate Could Spark Global Disputes
The Trump administration is pushing to raise the pilot retirement age, although Congress rejected a similar proposal last year. While the U.S. age limit remains 65, ICAO regulations prevent pilots over this age from operating international flights in many countries.
As such, any unilateral change in U.S. policy could lead to international regulatory conflicts and disruptions in overseas flight operations.
White House Defends Nomination: “Anderson Is Experienced and Prepared”
Despite criticism, the White House stood by its nominee. In a statement, the administration said:
“Jeffrey Anderson is a decorated naval aviator, a veteran Delta pilot, and a skilled negotiator at ALPA. He is well-equipped to represent the U.S. vision for aviation safety at ICAO.”

Though ICAO does not hold enforcement power, it plays a vital role in shaping global aviation safety, technical standards, and regulatory practices. The organization sets consensus-based standards across a wide range of areas—from flight paths and air traffic control to seat belt regulations and environmental norms.
Founded in 1944 under U.S. leadership, ICAO is recognized by 193 countries and is set to hold its next General Assembly from September 23 to October 3, 2025.
