Qatar has brought Israel’s September 9 attack on Doha to the International Civil Aviation Organization (ICAO). The Doha administration emphasized that the attack constitutes a violation of sovereignty and a clear breach of international law.
Qatar has submitted an official letter to the International Civil Aviation Organization (ICAO) regarding Israel’s attack on the capital, Doha, on September 9. According to the Qatar News Agency (QNA), the Doha administration described the attack as an “explicit violation of sovereign rights and international agreements.”
In the letter delivered by Qatar’s Permanent Representative to ICAO, Isa Abdullah al-Maliki, to the ICAO Council President, it was noted that Israel’s attack violated the Chicago Convention. The letter stated:
“Israel’s attack constitutes a blatant violation of Qatar’s sovereignty and openly breaches international civil aviation law. In this context, Qatar reserves all its rights under international law.”
Israel’s Attack on Doha
On September 9, the Israeli military carried out an airstrike in Doha targeting a building hosting a Hamas delegation mediating a ceasefire and prisoner exchange in Gaza. Described as a “bloody assassination,” the attack killed six people, including the son of Hamas Political Bureau member Khalil al-Hayya, four Hamas members, and one Qatari police officer, while senior Hamas officials survived the strike.
Threat from Netanyahu
The day after the attack, Israeli Prime Minister Benjamin Netanyahu targeted the Qatari administration, stating: “Either you expel them, or hand them over to justice. If you do not do this, we will.” His remarks implied a new threat of attack against Doha.
Qatar Pursues International Legal Channels
Qatar’s official complaint to ICAO indicates that the Doha administration will not limit its response to diplomatic condemnations alone. Experts suggest that Qatar may also raise Israel’s actions before the United Nations and international courts in the coming period.
