Russia has failed in its bid to regain a seat on the 36-member governing council of the International Civil Aviation Organization (ICAO). In the vote held during the 42nd General Assembly in Montreal, Canada, Moscow secured only 87 votes. The minimum required for election to the council was set at 93.
Consequences of the Ukraine Intervention
Moscow lost its seat on the ICAO council in 2022 following its military operation against Ukraine. Russia described the rejection of its membership as “a decision that casts doubt on the organisation’s neutrality.” However, its proposal for a second round of voting was also rejected by the Assembly.
Clear Opposition from the US and EU
The European Union and the United States were among the strongest opponents of Russia’s return to the ICAO council. This development once again underlined Russia’s ongoing diplomatic isolation in global aviation.
