Italian defense and security circles continue to discuss the potential impact of Türkiye’s shipborne unmanned aerial vehicle concept on European navies. In recent assessments, the view has emerged that next-generation UAV capabilities planned to be integrated into the ITS Cavour through systems jointly developed with Leonardo could provide a significant operational advantage to the Italian Navy.

Wide Repercussions Following Senate Presentation

On March 25, speaking at a session of the Foreign Affairs and Defense Committee of the Italian Senate, the upper chamber of the Italian Parliament, Italian Navy Commander Vice Admiral Giuseppe Berutti Bergotto drew attention to the future role of unmanned aerial systems.

In his remarks, Bergotto emphasized that operational tests carried out via Türkiye’s amphibious assault ship TCG Anadolu have demonstrated the feasibility of shipborne UAV use. These assessments have accelerated new concept discussions in Italy, particularly for the Cavour aircraft carrier.

“Force Multiplier” Assessment from Experts

Defense analyst Paolo Mauri stated that shipborne unmanned systems play a critical role in modern naval warfare doctrine, noting that UAVs will serve as an effective “force multiplier,” especially in reconnaissance, surveillance, and low-risk strike missions.

Mauri also underlined that the Italian Navy’s interest in this field is based on two main dynamics:

  • The joint venture established between Baykar and Leonardo
  • UAV-focused exercises and operational tests conducted within NATO

In particular, shipborne UAV operations carried out during NATO Steadfast Dart 2026 are considered to have strengthened the practical applicability of this concept in the field.

Emphasis on Long Endurance and Operational Flexibility

Italian experts state that next-generation UAV systems will assume a complementary role to conventional combat aircraft thanks to their long endurance, high payload capacity, and low-cost operational capability. It is noted that this will increase the mission diversity of air elements operating on naval platforms.

Industrial Cooperation and Strategic Convergence

Alessandro Politi, Director of the NATO Defense College Foundation, recalled that defense industry cooperation between Türkiye and Italy dates back many years and stated that this process has entered a new phase.

According to Politi:

  • Defense projects have become a combination of military, political, and industrial strategies
  • Türkiye–Italy cooperation is based on an institutional framework within NATO
  • The Mediterranean security balance makes such joint projects more critical

Within this framework, cooperation between Baykar and Leonardo has become one of the closely monitored projects in the European defense industry.
