£50 Billion Third Runway Initiative from Heathrow Airport: Expansion Plans Back on the Table

The massive project backed by the UK government stands out with its potential to create over 100,000 jobs. Environmental groups, however, have strongly opposed the plan: “This will worsen the climate crisis.”

Europe’s busiest airport, Heathrow, has officially submitted its “shovel-ready” plans for a third runway as part of a massive £50 billion investment. The government describes the project as a strategic step that will boost economic growth, invigorate trade, and create over 100,000 new jobs.

The new 3.2-kilometre (2-mile) runway will cross the rerouted M25 motorway and aims to enable over 750 additional flights per day over London, increasing the airport’s annual passenger capacity to 150 million.

On the Agenda Since 2019, Now Revived

Heathrow’s latest proposal is an updated version of a plan initially approved in principle in 2019. However, the project was halted by a court ruling in 2020 on environmental grounds and later shelved altogether due to plummeting passenger numbers during the pandemic.

The airport’s management has now revived the plan, aiming to obtain planning permission by 2029 and have the new runway operational by 2035.

Cautious Investors, Keen Government

The project involves international investors, including French private equity firm Ardian and sovereign wealth funds from Saudi Arabia and Qatar. However, these shareholders are seeking long-term legal assurances and political backing before a full planning application is submitted.

UK Chancellor Rachel Reeves has offered strong support for the project, while Heathrow management is demanding “firm policy guarantees” this time, due to past cancellations. These include:

  • Modernisation of UK airspace,

  • Passage of planning and infrastructure legislation,

  • Regulatory fee permissions from the CAA that allow Heathrow to recoup its investment.

Costs Up 50% in Six Years

The estimated cost of the runway, initially set at £14 billion in 2019, has now risen to £21 billion due to construction inflation.

  • Terminal 5 expansion: £12 billion

  • Overall airport modernisation: £15 billion

  • Total investment: £50 billion

Full Support from the Business World

In a joint statement, CBI, the British Chambers of Commerce, MakeUK, and the Federation of Small Businesses said the project would:

“Provide vital access to major and emerging markets, unlock billions in investment, strengthen supply chains, and enhance skills across the country.”

British Airways, which operates half its flights from Heathrow, welcomed the move, while easyJet stated the new runway would open the door for low-cost carriers:

“This is a major opportunity for easyJet to establish large-scale operations at Heathrow.”

Environmentalists Strongly Opposed: “A Climate Disaster”

The harshest criticism came from environmental activists.

Dr Douglas Parr, Policy Director at Greenpeace UK, called it a “doomed project” that would condemn local residents to “lives in limbo for years.”

London Mayor Sadiq Khan said the runway would have “extremely negative environmental impacts.”

Paul McGuinness, Chair of the No 3rd Runway Coalition, argued that the government was “exposing taxpayers to debt burdens and subsidence risks.”

Alternative Plans Under Review

The government has promised to review Heathrow’s plans over the summer, and is also considering an alternative shorter eastern runway proposed by the Arora Group.

While a Heathrow spokesperson said they were open to alternative proposals, they added:

“Even if a shorter runway option lowers costs, we don’t believe it can deliver the same benefits as the current plan.”

Heathrow CEO: “The Time Is Now”

Heathrow CEO Thomas Woldbye highlighted the project’s strategic importance with the following remarks:

“We are operating at the limits of our capacity, which is harming trade and connectivity. With the government’s green light and the right regulatory framework, we’re ready to invest in our supply chain and take action this year. It’s time to clear the runway for our country’s take-off.”
