A critical step has been taken regarding the long-standing demand of engineers and architects for the right to a green passport. As the draft law has been submitted to the Turkish Grand National Assembly (TBMM), the conditions and justifications have become clear.
The draft law aimed at enabling engineers and architects to travel visa-free has been submitted to the Turkish Grand National Assembly (TBMM). The proposal, which was placed on the parliamentary agenda on 13 October 2025, is currently being discussed in the relevant committees. The regulation aims to provide a solution to visa-related problems, particularly those experienced during overseas business and project travels.
In the justification of the proposal, it was emphasised that despite engineers and architects taking active roles in international projects, they face visa delays and refusals, which weakens Türkiye’s technical and professional representation on a global scale.
Who Will Be Eligible for a Green Passport? Conditions Clarified
According to the draft law, there are specific criteria for engineers and architects who will be able to benefit from the green passport right. Accordingly, applicants must:
- Be affiliated with the Union of Chambers of Turkish Engineers and Architects (TMMOB),
- Be actively practising their profession,
- Have at least 15 years of professional seniority.
The regulation is based not only on holding a professional title, but also on long-standing professional experience and active employment.
Visa Issues Weaken International Representation
In the justification of the proposal, particular emphasis was placed on the problems caused by visa practices. It was stated that visa barriers faced by engineers and architects when participating in international meetings, fieldwork and technical negotiations negatively affect both individual careers and Türkiye’s effectiveness in international projects.
In this context, it was underlined that the green passport regulation is not merely an individual convenience, but a strategic step that supports the country’s technical expertise and competitiveness.
How Will the Parliamentary Process Proceed?
The proposal, which is currently at the committee stage, is expected to be submitted to the TBMM General Assembly after the completion of discussions. During the process, it is also on the agenda to receive the opinions of relevant professional chambers and unions. If the proposal is enacted, a green passport right will be granted for the first time in Türkiye specifically to certain professional groups.
Whether this regulation will set a precedent for other professional groups in the future will become clear after the parliamentary process.
