According to the ‘2023 Activity Report’ released by the State Airports Authority (DHMİ) this month, the passenger guarantees provided for Build-Operate-Transfer Projects (BOT) did not meet the expected levels. This resulted in payments totaling 199.7 million euros (approximately 6.94 billion Turkish Lira) to operator companies by the end of 2023.
According to the report, out of the 20 Public-Private Partnership (PPP) projects implemented in the aviation sector, 10 consist of Build-Operate-Transfer model projects under Law No. 3996.
The report stated: “Due to the passenger guarantees provided in the BOT Projects carried out by our Directorate General, as of the end of 2023, the private sector made payments totaling 544.8 million Euros to our institution, and payments of 199.7 million Euros were made to the private sector due to the guaranteed performance.”
