A significant regulation has been introduced concerning the performance bonus payments to the personnel of the General Directorate of State Airports Authority (DHMİ) and the General Directorate of Civil Aviation (SHGM). The Presidential decisions on the matter were published in the Official Gazette dated 10 July 2025 and entered into force retroactively as of 1 April 2025.
With the new regulation, personnel serving within SHGM under the additional Article 1 of Law No. 5431 will receive performance bonuses based on EUROCONTROL revenues. The amount of the bonus will be determined by multiplying the number of departing aircraft at civil airports in Turkey by 40% of the civil servant monthly coefficient and recalculating it using the rates listed in Table 1 annexed to the Presidential Decision.
Similarly, personnel of the DHMİ General Directorate, employed under Decree Law No. 399, will also be entitled to receive performance bonuses calculated using the same method.
Additionally, personnel serving in both general directorates, whose titles are specified in Table 2, will receive an extra bonus payment based on civil aircraft that transit through Turkish airspace without landing at or departing from any airport in Turkey. In these payments, the number of transit aircraft will be multiplied by 120% of the civil servant monthly coefficient, and the final amount will be determined according to the rates specified in the table.
Performance bonus payments will be made on a monthly basis. The aircraft traffic data from the same month of the previous year will be used as the basis for the payments.
The decisions also include provisions outlining the circumstances under which bonus payments will not be made.
This step aims to encourage public personnel involved in air navigation services and to improve operational efficiency in the field of aviation.
