There is a significant gap between the promises made to air traffic controllers, who undertake a sensitive mission related to the sky, and what has been achieved. Although the promises were promising, the results were disappointing.
The promise of “compensation at the level of institution pilots” was spread across a wide range of institutions, causing the original target to fade. When faced with cost concerns, the promise was quickly withdrawn.
The promise to solve the issue of additional payments was presented as a solution to the injustice faced by air traffic controllers. However, EUROCONTROL’s cost concerns caused this promise to fall through.
The commitment to “raise the additional indicator to 4200” also resulted in disappointment. Despite receiving positive feedback, it was not included in the omnibus bill.
In a statement by the Air Traffic Controllers and Other Transportation Workers Union (HTK-SEN):

WHAT WAS THE OUTCOME?
Regardless of whether its cost would be covered by EUROCONTROL, all institution personnel were included in the draft prepared. HTK-SEN agreed to this draft on the condition of equal compensation with institution pilots and a fair differential rate with other units.
However, this draft was removed from the omnibus bill as a result of objections, particularly from the Ministry of Treasury and Finance, which focused on units with unmatched counterparts in other institutions.

The compensatory arrangement added to the omnibus bill for our air traffic controllers, who were left at the lowest rate in the additional payment regulation in 2016, and two other units, was withdrawn on the pretext of objections from NGOs representing units whose costs are mostly not covered by EUROCONTROL.
