Enhanced Airport Security Measures
Minister Uraloğlu explained that significant steps will be taken to enhance airport security through amendments to the Civil Aviation Law under the new law proposal:
- Mandatory Device Screening:
- All passengers will be screened with devices at airport entrances to enhance passenger security and prevent the transport of illegal substances.
- In cases where device screening is insufficient, physical searches will be conducted.
- Mandatory Physical Search:
- Passengers who refuse to undergo physical searches or have their belongings searched will not be allowed to board the aircraft. This regulation aims to ensure uncompromised application of security procedures.
- Extended Powers for Private Security:
- Private security personnel will be authorized to search items, luggage, and cargo under the supervision of general law enforcement, limited to aviation security. This aims to increase security levels by expanding the powers of private security personnel.
Reducing Ship Emissions
Minister Uraloğlu also provided information about regulations aimed at reducing ship emissions as part of the fight against climate change:
- Emission Pricing System:
- A pricing system will be established for ship emissions, encouraging shipowners and operators to reduce their emissions.
- European Union Emission Trading System (ETS):
- The EU will extend the ETS to include the maritime sector, allocating 50% of the revenue from this system to the country’s discretion. This regulation aims to reduce emissions in maritime transport and enhance environmental sustainability.
- Use of Revenues:
- A portion of the revenues from emissions will be allocated to Turkey. This revenue will be used to renew or convert the Turkish maritime fleet, thereby increasing the competitive strength of Turkey’s maritime sector.
Digital Port Operations
The new regulations will also introduce steps towards digitization in maritime transport:
- Digital Entry and Exit Procedures:
- Entry and exit procedures to ports, currently done physically according to Law No. 4922, will be conducted using digital documents. This regulation aims to speed up and make port operations more efficient.
- Special Revenues and Allocations:
- Revenues from carbon pricing in maritime transport will be allocated as special funds in the Ministry of Transport and Infrastructure’s budget. The collected funds will support research, development, conversion, and new shipbuilding activities for green maritime practices.
- Procedures and Principles:
- The procedures and principles for using special revenues and allocations will be determined by the President. The regulation will specify the types of ships included, their voyage areas, tonnage, emission fee rates, and the procedures for monitoring, reporting, and verifying emissions.
