As part of the 17th International Defence Industry Fair (IDEF 2025), a major digital transformation partnership was established between HAVELSAN and HEAŞ (Airport Operation and Aviation Industries Inc.). According to the memorandum of understanding signed by the parties, the enterprise resource planning (ERP) processes at Sabiha Gökçen International Airport will be managed via KOVAN, the ERP software developed domestically by HAVELSAN.

Through this collaboration, HEAŞ aims to implement all modules of the KOVAN software, digitising its operational processes in a centralised and integrated structure.
Full-Fledged Digital Sovereignty
HAVELSAN General Manager Mehmet Akif Nacar emphasised that digitalisation is now a necessity rather than a choice:
“This agreement with HEAŞ is highly significant in terms of expanding the use of our KOVAN software across public institutions. This entirely indigenous solution frees our institutions from dependence on global software providers and strengthens our digital sovereignty.”

Data Security and Integrated Process Management
HEAŞ General Manager Faruk Kacır also highlighted the contributions the KOVAN ERP system will bring to the institution:
“As part of our digitalisation vision, prioritising domestic software capabilities marks a strategic turning point for us. With KOVAN, we are not only undergoing a technological transformation but also aiming to reinforce our national sovereignty by reducing external dependency in terms of data security. At HEAŞ, we will continue our journey toward sustainable digitalisation with determination and nationally developed solutions.”

What is KOVAN ERP?
Developed by HAVELSAN, the KOVAN Enterprise Resource Planning System is an integrated digital solution enabling public institutions and strategic organisations to manage all business processes from end to end using a domestic infrastructure. The system includes core modules such as human resources, finance, procurement, maintenance management, inventory, project, and workforce management.
